How can I configure a high-rising toilet to a low-rising, to conserve water?

My toilet in my new home is currently a high-rising toilet which means it uses a lot of water to flush. I used to live in an apartment with a low-rising toilet which uses less water, thus conserving energy and bills. Do I need to buy a new toilet bowl or is there a way to configure this manually?
