Should I buy this horse? Re-trainable?(long description sorry!)?

well Ducky, I know you can handle it, but do you want to, when there are plenty of better behaved horses in your price range... even if it is neurological, muscular, hormonal, whatever, it is still annoying and bad habits. go the other way.
