Should paranoid, anti-government whackos be allowed to stockpile 1000s of rounds of ammunition?

what if we had a complete economic collapse? What if you foresaw this and stock piled food against. You would want to be able to protect your family from the people who didn't and were trying to loot you food supply. that's reason enough to stock pile ammo.
